Add 'loading' option to oembed lazyload formatter

Problem/Motivation

Since Drupal 10.1, images have had the ability to be loaded lazily. This module does not provide an option in its formatter.

Proposed resolution

Add a "loading" formatter option to mirror the core image formatter options.
