at_core unable to run update.php

After upgrading to Drupal 10.1.7 I run drush updb and receive the following error

 [error]   (Currently using Incompatible theme The following theme is installed, but it is incompatible with Drupal 10.1.7:
 * AT Core

When I take a look at at_core.info.yml I am confused why this is the case because it should be compatible with all versions of Drupal 10

core_version_requirement: ^9.3 || ^10

I tested this after downgrading to 10.1.5 and get the same error
