Calling external JS even payment method deleted

Problem/Motivation

Browser developer tool network tab shows that a domain https://m.stripe.network/out-4.5.43.js
is accessed when any page is loaded. The JS is still loaded even the payment method "stripe" is deleted from the commerce settings.
What is this JS for?

I had to uninstall the commerce stripe because my site cant allow external JS access.
