Need to rearrange regions in proper structure.

@alok_singh, I successfully installed the Colonel theme in Drupal 9.5.x.
I encountered the issue in the info file, but after applying your merge request (MR), the problem was resolved.
The result is that the regions are now properly rearranged. I've attached a screenshot for your reference.
This seems ready to be moved to the RTBC (Reviewed and Tested by the Community) stage.
