process_descriptions format homepage and privacy url as links

Unfortunatly when using process_descriptions, the links are just rendered as plaintext because klaro would also display the html as plaintext, in the meantime we introduced a new config setting "html_texts" though which will render html correctly. So i want to include a check if html_texts is true and if so i want to render the urls as real clickable links
