No default value set when editing handler

Problem/Motivation

The handler configuration form does not set a default value for the legal consent toggle and as a result this value will default to never when its saved, even if the user doesn't change the value.

Steps to reproduce

Setup a handler on a webform and configure the consent to something other then "never". Save the handler and edit again. The value should return to "never"

Proposed resolution

Set a default value.
