Explore using the Update order api for shipstation

Problem/Motivation

I opened a support ticket cause weight was not properly displaying in shipstation.
When I sent the xml that was being exported support told me that I was using the wrong api and I should be using this one:

I think this api might be newer and would allow for push to shipstation rather than a pull for orders.

We definitely want to move this to using the API, but this initial implementation was done with the Pull mechanism.

The API will likely be in a new 3.x release, rather than on the 2.x branch.
