That depends on the mail action plugin that's used.

The drupal for email action has no support for attachments.

Other may do, but the answer can be found in the providing modules. ECA does not provide an email action plugin, sinse so many others already exist and are made accessible by eca.

Maybe the easy email module is worth a look.
