Add a settings to avoid moving the 'pass' field

Problem/Motivation

This module move the 'pass' field' into a fieldset (to add other fields beside this field).
But other modules like password_policy check (or use) the original structure.
We could have an option to not move the 'pass' field and move created field (force_password_change and password_stats) with weights (or leave them at the end)
