D10 aggregation issue

Problem/Motivation

When upgrading to D10 our uswds based subtheme was no longer compatible with Drupal JS Aggregation. When aggregation was turned on we experienced js errors in the console that prevented the site from functioning correctly.

Proposed resolution

Turning off aggregation for uswds.min.js resolved this issue, patch attached
