Replace the Mcrypt to OpenSSL

Problem/Motivation

When we upgrade the PHP 7.4 to 8.1 the Mcrypt stopped worked.

Steps to reproduce

Upgrade the PHP to 8++ version and try to run the CRON job: admin/config/system/cron

Proposed resolution

Replace the Mcrypt to OpenSSL to make it works on PHP 8++
