Configure GitLab CI to run with both metatag 1.x and 2.x

Problem/Motivation

The metatag field serialization differs for 1.x and 2.x versions; single_content_sync supports both, so PHPUnit tests should run for both cases as well.

Proposed resolution

Configure GitLab CI pipelines. Probably we'll need custom composer and phpunit steps.
