add checking of field_types annotation property to plugin manager

Problem/Motivation

The plugin manager should check that all plugins correctly have the field_types annotation.

This is particularly important as we have some plugins in the wild which won't have it -- see 📌 Merge in code from github D8 ports/forks Fixed .
