ajax.$form.ajaxSubmit is not a function error on content edit page and on Drupal 10

On node edit page, we get the following error.
"ajax.$form.ajaxSubmit is not a function"

Whenever we get the dialog for "Resume Editing" or "Discard", we get the above mentioned error.

We are also seeing this on a Drupal 10.3 site.

I've now seen it when creating a new node, and when editing a Taxonomy Term.

Following this.
