Do not render empty page regions

Problem/Motivation

The sidebar region is improperly rendered even though it is empty.

This is a well-known and long standing issue with Drupal: 🌱 [meta] Themes improperly check renderable arrays when determining visibility Needs work .

Proposed resolution

Leverage the striptags Twig filter when doing the render step to check if empty.
