Configurable default for generate short alias toggle

Problem/Motivation

Currently, the generate short alias toggle defaults to false. In order to generate a short alias, the toggle must be switched on. It would be great to be able to set the default value of the toggle per entity bundle. This default should only affect entities that do not yet have an assigned short alias, or else we would need slightly more complex configuration to allow creating new short aliases every time the entity is saved, which I do not think we have a use case for at the moment.
