Update gitlabci template

The test images team has slimmed down the images requiring us to install build tools to compile PCOV.

We also have custom code for PHPStan that is no longer necessary as it has (mostly) been adopted into the default template.

Run a job in GitlabCi and observe no code coverage reporting
