User Block Visibility

Problem/Motivation

I'm using Zero Point in Drupal 10 (no choice for that in the Version list, sorry!) and the User Login and User Account blocks show and hide depending on whether the user is logged in or not. I want the blocks to remain visible at all times regardless of login status.
