I have added the search module as a dependency & patch added, please review.
Once you install the Governor theme it tried to create a search form block provided by the search module but if you don't hae this module enabled you got the following error:
Unable to install governor due to unmet dependencies: block.block.governor_search_form (search)
We can check but looks like there are some ways to fix this:
