Split text_format handling into separate #process and #pre_render

Currently all enhancements to the text_format element by swapping out the core filter_process_format() function.

Splitting the modifications into a #process function (to provide necessary enhancements to filter.module) and a #pre_render function (to turn the text_format into a WYSIWYG editor) would make backporting features easier and improve readability.
