Use the registration access checker when checking manage access

Problem/Motivation

Currently logic from the Registration module has been copied into the Manage Product Registrations access checker. However that logic may change over time, so call the access checker directly, so that the code does not need to be kept in sync.

Proposed resolution

Alter the access checker in ManageCommerceRegistrationsAccessCheck.php to call the appropriate service in the core Registration module.
