Added new product type and product variation type.
Added new Order item type for the new product variation type to include additional fields.
Setup promotion to include new and existing products.
Promotion applies to existing products but does not apply to new products.
Tested various solutions and the only way to have promotion applied to new product is when "Order Item Type" is set to "Default" in the new product's Product Variation Setting.
However, by setting to "Default" "order item type" additional required fields are lost.

After further testing it would appear the issue caused by the order of Field in Order Types settings.
Coupons Field must be before Cart for the discount to apply.
