Well no, it's not totally different. It's almost entirely the same from the user standpoint even though in code everything has changed. All the concepts are the same, and the only difference is that the D10 UI is not finished so you have to type in values in D10 in places where you would have had a select box with pre-filled choices in D7.
The data selector values are the same as you would use in core Drupal when specifying data for Twig, and are almost identical to what appears in D7. The only real difference is that direct input in Rules in D10 uses these data selectors with the Twig syntax instead of Token module tokens, but since there's essentially a 1-to-1 correspondence between the two, the only real difference is syntax.
