Grant control of auto-apply suggestions configuration to auto-apply high relevance only or both

Currently auto-apply suggestions auto-applies both high and medium relevance. It is likely that site editors would like only high relevance auto-applied.

  1. Update the settings form to conditionally show which relevance levels to auto-apply as separate checkboxes after checking auto-apply
  2. If none checked, auto-apply all (ie, status quo)
  3. If one or more checked, auto-apply only those matching the checked options
  4. Write update hook to set the default value for existing sites using this module
  5. Ensure config/schema in the module covers this for the settings
