Disable library checking error manually

Problem/Motivation

I have installed colorbox library in my theme externally, this way I have the chance to load it only on relevant pages. But I can't disable the module checking libraries folder and throws an error when it can't find in the default place.

Proposed resolution

A setting can be added to prevent checking of library like the one with DomPurify library.

User interface changes

Configuration page will have a new option.
