Add report to list layout builder modules in the project

Problem/Motivation

It would be useful to provide a report of all Layout Builder add-on modules in your Drupal project and a status of if they are currently enabled/installed or not. The existing modules/extend page provides a list of all modules, but they are not always consistently organized in the same group and a reporting interface could make it easier to quickly review all the add-on modules that are impacting your Layout Builder configuration.

Proposed resolution

Create a report that displays a list of modules that provide Layout Builder functionality and if they are enabled.

User interface changes

A new reporting screen and a new Drush command.
