Fatal error on image/ file upload

Steps to reproduce

On node create form : node/add/article
Try to upload image, browse form does not opens and in error log getting fatal error :
LogicException: Form errors cannot be set after form validation has finished. in Drupal\Core\Form\FormState->setErrorByName() (line 1082 of /app/web/core/lib/Drupal/Core/Form/FormState.php).
