Add settings link does to config menu

Problem/Motivation

I went to edit the settings for the module and could not find the link within the admin config menu (/admin/config). While the URL can be entered manually, it should be available as a link in the config menu.

Steps to reproduce

Go to the admin config menu (/admin/config), look for the Printjs settings link. It's not there!

Proposed resolution

Add the menu link yml.

I don't think we need to add module config to the admin configuration as it has own configuration in block settings, views/header | footer . The module settings only sets for the default value.
