Cannot upgrade to Drupal 10 via composer

Steps to reproduce

Problem
- Root composer.json requires drupal/time_picker ^5.3 -> satisfiable by drupal/time_picker[5.3.0].
- drupal/time_picker 5.3.0 requires drupal/core ^8 || ^9 -> found drupal/core[8.0.0, ..., 8.9.20, 9.0.0, ..., 9.5.11] but it conflicts with your root composer.json require (^10).
