Shift the Matching Rule field to be above all fieldsets

1.0 Problem/Motivation

Folk fail to spot there is a Matching Rule, especially if there are field sets above the default Contact Fields one.

3.0 Proposed resolution

Shift it above all Field sets, so that, for example, if Contact 1 is an Individual it sits just below "Type of Individual" (or Label if the system has no sub-types)

Bonus request - the field be set to Required and does not have a default setting so folk actually give this some thought.
