Migration / Migrate plugin for Drupal 7 to Drupal 8/9/10?

Problem/Motivation

I've got a Drupal 7 site with a whole ton of blocks placed via Context. Is there a migration tool/plugin for assisting with upgrading from Drupal 7 to Drupal 10?

I looked in the issue queue but couldn't find anything, so I'm feeling a little bit "I must be missing it!" and/or "maybe no one else needs it because people have moved to other modules?" -- but, anyway, just asking:
Is there a migration plugin for context config, and if not, is that an intentional decision or more like "no one's had time / there isn't enough of a need to warrant the time investment / etc"?
