Workflow Status Defaults for provided Content Types

Problem/Motivation

Whether or not a Sector-provided Content Type is under Workflow by default is determined as:

News = no workflow by default
Resources = no workflow by default
Pages = yes workflow by default

Content types not under moderation should be unpublished by default.
