Turbo: core/misc/batch.js forces an unnecessary full page load on hitting 100%

Problem/Motivation

See title.

Steps to reproduce

Enable Turbo, run a batch operation such as checking for updates. It all loads without a full page load until the batch progress bar hits 100%, where it does a full load.

Proposed resolution

Replace core/misc/batch.js with our own version as the file is really simple.

Remaining tasks

Do the thing.

User interface changes

No more full page load at the end of a batch.
