Group Admin cannot add content

Problem

Using Drupal 10.1.5 and Group 2.2.1 if a user is assigned a role of group admin with permissions to publish they do not get access to the publish check-off in add content.

Group Admin Role created in group type provides role with all permissions including add content item and relationship: Add entity relations

The problem is you do not have the check box for published unless you create a system role Group Admin and assign the user to it along with a site-wide permission of administer content

How do you we provide publish capability to a group administrator without having to give them this site-wide permission? Is this a bug in groups?
