When we have a condition-based offer, for example, Buy X Get Y, applying the code without meeting the conditions leaves the cart unchanged in its contents, yet it also doesn't provide any clear message to the consumer about which condition hasn't been fulfilled to receive their offer.
This practice can lead the consumer to make a mistake by checking out a cart without receiving the offer because they haven't met the conditions.

The ideal would be to have a validation function for applying offers to a specific cart, enabling the application check these conditions in the 'Apply' offer's method, as well as in customizable codes.
