Remove dependency on Config Filter

Problem/Motivation

📌 Convert to a storage transformer Fixed already removed the dependency on Config Filter from composer.json. This is problematic as I forgot to remove the actual runtime dependency there. Also we are still using an exception from Config Filter.

Steps to reproduce

Attempt to install branch 2.x currently :-/

Proposed resolution

Actually remove the dependency on Config Filter properly in 2.x
