NewMessage sent to VGWort needs at least one author

Problem/Motivation

If an entity does not have any authors yet there is no point sending it to VG Wort.

Proposed resolution

In this situation we could:

  • requeue the entity to be sent 2 weeks later.
  • choose not to queue the entity in the first place and only queue once author information has been added

Requeuing has the advantage in that it allows another entity to be updated with VGWort author info.
Not queueing has the advantage of keeping the queue cleaner. However it means that if a user was updated with VGWort info we wouldn't know to queue their nodes therefore the requeue option has been chosen.

Requeuing

The initial implementation is going to requeue for vgwort.settings:registration_wait_days as this would by default give another 2 weeks for author information to be added.
