Update restrictions for guzzlehttp/guzzle package (^7)

Problem/Motivation

The package drupal/core-recommended 10.1.0 requires guzzlehttp/guzzle ~7.7.1. We should update this restriction in the manifest file to provide compatibility with D10.1. Let's use ^7 for flexibility.
