Support both annotations and attributes in 1.1.x

Problem/Motivation

Drupal 10.2 adds support for plugin discovery with attributes. This is supported in BCA 2.x. To allow a smooth transition between annotations in 1.x and attributes in 2.x we should support both in a 1.1.x branch.
