"Save preferences" doesn't work when no categories are selected and the withdraw feature is enabled

There's a critical bug that affects users having not opted into any category, when they later open the "Privacy settings" to adjust their consents.

Steps to reproduce

  1. Install EU Cookie Compliance
  2. Set consent method to "Opt in with categories"
  3. Enable all three checkboxes for "Withdraw consent"
  4. Create categories
  5. Go back to the settings page and configure categories to you liking
  6. Access a page where the banner is shown, (if necessary, clear the triade of cookie-agreed cookies) make sure no categories are selected in the banner chackboxes, and click "Save preferences"
  7. Reload the page
  8. Click "Privacy settings" and attempt to Save Preferences again

Expected result

The consent categories should be updated, and EU Cookie Compliance should load/run scripts as configured, banner should dock at the bottom/top of the browser window.

Actual result

Nothing happens when you click the "Save preferences" button

    I have this problem too (Drupal 9.5.11).
    Also, if you try to click on the "Withdraw button" after the steps you listed, it disappears.

    I am having this same issue! Adding this plugin for a new site and I can not save the updates even though all required fields have been filled out. If this hasn't been resolved within a week I'll have to look for another plugin.
