Do not allow Drupal 7 branches of projects to be supported

Problem/Motivation

Drupal 7 branches of projects will no longer be eligible to be re-supported after being marked unsupported for an unresolved security issue after August 1st.

Proposed resolution

Disable the ability to check the 'supported' box on D7 branches after August 1st.

Remaining tasks

Determine how to selectively disable this checkbox based on branch version.

User interface changes

Likely we want to provide a warning or confirmation step, if someone goes to try and unsupport a branch on their own.
