Toolbar customization/additions

The toolbar for the footnotes textarea is hardcoded to use the "basicstyles" toolbar.

It would be nice to be able to customize the items in that toolbar or at least include some extra items like link/unlink.

Going to handle this in https://www.drupal.org/project/footnotes/issues/3405986 ✨ Switch to Modal window to allow more editor control Fixed - getting there, hope to have an MR ready for it soon.
