Problem/Motivation

At the moment it is not possible run all the Drupal core tests with a MS SQL Server to check that Drupal works with a MS SQL Server. Until very recently Drupal core as using its own Drupal CI pipeline. Now they have switched to a GitLab CI pipeline. The GitLab CI pipeline can be changed to use with a SQL Server.

Proposed resolution

Create a GitLab CI pipeline and use the one from Drupal core as the base template. When it is done, we can start to fix the remaining bugs in the sqlsvr module.
