field.storage.paragraph.field_reusable_paragraph.yml is a dependent configuration but is missing in the codebase. This blocks the module to be installed.
Try to enable the module via drush and you'll get the error:

Never mind this. The dependency is coming from the Paragraphs Library module, which is not properly installed on my setup.
I got the same issue, how did you fixed it makbay?
