Disable TOC in Reusable Gutenberg Blocks

Problem/Motivation

TOCs render for reusable blocks if the reusable blocks have several headings.

Steps to reproduce

1. Create a reusable block that includes several headings
2. Create an article, and using the Gutenberg editor, add the previously-created reusable block
3. In addition to the article-level TOC, a TOC will also render in the reusable block

Proposed resolution

A token that could be added to the reusable block to "disable" or "hide" the TOC that would be generated.
