hooks group should stay open once a hook has been selected there

Problem/Motivation

To reproduce:

1. select a hook and save. Notice how that hook's DETAILS element is now open by default when the form is loaded
2. use the filter to find a hook in another group
3. enable that hook
4. clear the filter box
5. The newly-selected hook's DETAILS is now closed. It should stay open.
