Drupal 10 Views Ajax not updating

Problem/Motivation

Existing or new views created as a page or a block where ajax is enabled does not work.
Does not throw errors, simply doesn't update the DOM with updated record sets.
Does not function using Bootstrap Barrio Sass as the base theme nor a sub-theme build from barrio Sass.

Steps to reproduce

Create theme, rendering rows of content, add paging.
Enable ajax
Place block or page URL

Unable to find if there is a javascript or template conflict on Drupal 10 preventing this from rendering and properly targeting the DOM for updating objects.
