Set correct default permissions for "Follow Term" flag

Problem/Motivation

Authenticated user should be able to "Flag Follow term" and "Unflag Follow term".

Steps to reproduce

- Clean Open Social install
- enable Social Follow Taxonomy Term (social_follow_taxonomy)
- Check if Authenticated have "Flag Follow term" and "Unflag Follow term" permissions granted.

Proposed resolution

Grant "Flag Follow term" and "Unflag Follow term" permissions for authenticated user for newly installed platforms.
Deliberately don't update existing platforms with update hooks.
