Provide a Config Status block

Problem/Motivation

It's easy to overlook that config changes have been made on a production site (for what ever reason) and then these changes get overwritten inadvertedly.

A block alerting users that there are config changes could help mitigate that problem. This doesn't need to be the full list of changes - just a notice that there are changes and a link to the Configuration synchronization page at /admin/config/development/configuration would be sufficient.
