Import operators and assign field operations operator to logs

Problem/Motivation

As a follow up to 📌 Import work plans/field operations as logs Fixed it would be nice if we could also sync operators form JD ops center to users in farmOS. This would allow all imported field operations to be assigned the correct "log owner" farmOS user that performed the operation. As is this data is all synced and stored in the log JD data backup, but not visible.

New UI to import operators. Try to auto sync by name? Email? Will need manual option at very least.
